Motivation:Bartholdt founded the American group of the Inter-Parliamentary Union in 1904. He was president of the Inter-Parliamentary Council and he promoted international law and arbitration. He initiated the second peace conference at The Hague (1907). Bartholdt was considered to be the most significant person in the American peace movement.
